一線城市能否堅守住限購的(de)(de)最后版圖?這不(bu)僅是(shi)老百姓和(he)業內最為(wei)關心的(de)(de)問題,也是(shi)各界(jie)對于(yu)地(di)方政府(fu)救(jiu)市行動未來(lai)演(yan)化的(de)(de)最大猜測。
近(jin)期(qi),關于一線城(cheng)(cheng)市(shi)(shi)取消樓(lou)市(shi)(shi)限(xian)購的(de)傳聞(wen)有(you)很(hen)多,如北京或將對144平方米以上(shang)(shang)住房購置不再(zai)執行(xing)限(xian)購政策,廣州的(de)增城(cheng)(cheng)、從(cong)化和(he)南沙三個(ge)區域(yu)退(tui)出(chu)限(xian)購,深圳將于10月1日取消限(xian)購等(deng)等(deng)。布局于46個(ge)主(zhu)要(yao)城(cheng)(cheng)市(shi)(shi)、執行(xing)3年(nian)之久、被稱(cheng)為調控利(li)器的(de)住房限(xian)購體系,其瓦解速度之快超出(chu)預期(qi);被譽為樓(lou)市(shi)(shi)“優等(deng)生(sheng)”的(de)一線城(cheng)(cheng)市(shi)(shi),也并非看上(shang)(shang)去那(nei)樣美,上(shang)(shang)半(ban)年(nian)成交量(liang)領跌全國,平均庫(ku)存(cun)消化周期(qi)突(tu)破12個(ge)月的(de)警戒線;在(zai)近(jin)期(qi)召開的(de)全國住房城(cheng)(cheng)鄉(xiang)建設工作(zuo)座談會上(shang)(shang),“千方百(bai)計(ji)消化庫(ku)存(cun)”成為下半(ban)年(nian)樓(lou)市(shi)(shi)政策的(de)主(zhu)題。從(cong)上(shang)(shang)述三個(ge)方面推(tui)測,一線城(cheng)(cheng)市(shi)(shi)退(tui)出(chu)限(xian)購的(de)傳聞(wen)也并非空穴來(lai)風。那(nei)么,一線城(cheng)(cheng)市(shi)(shi)能否堅守住限(xian)購的(de)最后(hou)版圖?這不僅(jin)是(shi)(shi)老百(bai)姓(xing)和(he)業內(nei)最為關心(xin)的(de)問(wen)題,也是(shi)(shi)各界對于地(di)方政府救市(shi)(shi)行(xing)動未來(lai)演化的(de)最大猜測。
筆者認為(wei),一線(xian)城市(shi)退出樓(lou)市(shi)限購(gou)的可能(neng)性非常小。
首先,要客觀評(ping)估一(yi)(yi)(yi)線(xian)(xian)(xian)(xian)(xian)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)(shi)樓(lou)(lou)(lou)市(shi)(shi)(shi)(shi)(shi)目前(qian)所(suo)處的(de)(de)(de)(de)狀(zhuang)態,即是(shi)否已經“差”到了(le)(le)需要退出限(xian)購的(de)(de)(de)(de)程度。今年(nian)(nian)(nian)(nian)上(shang)(shang)(shang)(shang)半年(nian)(nian)(nian)(nian),盡管(guan)一(yi)(yi)(yi)線(xian)(xian)(xian)(xian)(xian)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)(shi)樓(lou)(lou)(lou)市(shi)(shi)(shi)(shi)(shi)成交(jiao)量(liang)下(xia)滑30%至(zhi)50%,但是(shi),一(yi)(yi)(yi)方面(mian),如此(ci)大(da)幅度的(de)(de)(de)(de)下(xia)滑與2013年(nian)(nian)(nian)(nian)同(tong)期(qi)(qi)高(gao)基(ji)數(shu)有關。2013年(nian)(nian)(nian)(nian)3月份發布(bu)的(de)(de)(de)(de)國辦發[2013]17號文,要求(qiu)熱點城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)(shi)實施(shi)“20%的(de)(de)(de)(de)房屋交(jiao)易個人所(suo)得(de)稅(shui)”政(zheng)策,盡管(guan)這一(yi)(yi)(yi)重(zhong)磅緊(jin)縮(suo)性(xing)政(zheng)策最后(hou)落空,但造成了(le)(le)趕政(zheng)策“末(mo)班車”的(de)(de)(de)(de)羊群效應,導致(zhi)需求(qiu)過度超前(qian)釋放,這是(shi)推(tui)高(gao)一(yi)(yi)(yi)線(xian)(xian)(xian)(xian)(xian)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)(shi)2013年(nian)(nian)(nian)(nian)上(shang)(shang)(shang)(shang)半年(nian)(nian)(nian)(nian)樓(lou)(lou)(lou)市(shi)(shi)(shi)(shi)(shi)成交(jiao)量(liang)和(he)導致(zhi)2014年(nian)(nian)(nian)(nian)需求(qiu)不足(zu)的(de)(de)(de)(de)原因之(zhi)一(yi)(yi)(yi)。另(ling)一(yi)(yi)(yi)方面(mian),2012年(nian)(nian)(nian)(nian)以后(hou),主流開(kai)發商紛紛回歸一(yi)(yi)(yi)線(xian)(xian)(xian)(xian)(xian)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)(shi),一(yi)(yi)(yi)線(xian)(xian)(xian)(xian)(xian)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)(shi)的(de)(de)(de)(de)總體(ti)地(di)價(jia)水(shui)平(ping)進入(ru)新一(yi)(yi)(yi)輪(lun)快速(su)上(shang)(shang)(shang)(shang)漲(zhang)周期(qi)(qi)。2013年(nian)(nian)(nian)(nian)上(shang)(shang)(shang)(shang)半年(nian)(nian)(nian)(nian),一(yi)(yi)(yi)線(xian)(xian)(xian)(xian)(xian)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)(shi)土地(di)溢價(jia)率普遍在30%至(zhi)40%,遠高(gao)于全國300個城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)(shi)同(tong)期(qi)(qi)平(ping)均17%的(de)(de)(de)(de)溢價(jia)水(shui)平(ping)。2013年(nian)(nian)(nian)(nian),全國共誕生了(le)(le)67個地(di)王,其中(zhong)70%的(de)(de)(de)(de)地(di)王來(lai)自于一(yi)(yi)(yi)線(xian)(xian)(xian)(xian)(xian)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)(shi)。總體(ti)地(di)價(jia)水(shui)平(ping)的(de)(de)(de)(de)上(shang)(shang)(shang)(shang)漲(zhang)直接刺激(ji)房價(jia)上(shang)(shang)(shang)(shang)漲(zhang),一(yi)(yi)(yi)線(xian)(xian)(xian)(xian)(xian)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)(shi)房價(jia)(選取代表性(xing)更強的(de)(de)(de)(de)二手住房價(jia)格(ge))在2013年(nian)(nian)(nian)(nian)上(shang)(shang)(shang)(shang)半年(nian)(nian)(nian)(nian)就上(shang)(shang)(shang)(shang)漲(zhang)了(le)(le)15%左右。但是(shi),去年(nian)(nian)(nian)(nian)上(shang)(shang)(shang)(shang)半年(nian)(nian)(nian)(nian)國家(jia)并(bing)未出臺實質性(xing)緊(jin)縮(suo)的(de)(de)(de)(de)政(zheng)策,2010年(nian)(nian)(nian)(nian)限(xian)購以來(lai)積壓的(de)(de)(de)(de)住房需求(qiu)開(kai)始釋放,一(yi)(yi)(yi)線(xian)(xian)(xian)(xian)(xian)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)(shi)樓(lou)(lou)(lou)市(shi)(shi)(shi)(shi)(shi)預期(qi)(qi)開(kai)始好(hao)轉,這是(shi)造成一(yi)(yi)(yi)線(xian)(xian)(xian)(xian)(xian)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)(shi)成交(jiao)量(liang)非正常增長的(de)(de)(de)(de)另(ling)一(yi)(yi)(yi)個原因。
2013年(nian)(nian)上(shang)(shang)(shang)半年(nian)(nian),一(yi)線(xian)(xian)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)樓(lou)市(shi)(shi)(shi)成交(jiao)(jiao)(jiao)量(liang)增(zeng)幅在25%至(zhi)50%之間,是(shi)(shi)2009年(nian)(nian)以來的(de)(de)最高增(zeng)速(su)水平(ping)。因此(ci),2014年(nian)(nian)上(shang)(shang)(shang)半年(nian)(nian),一(yi)線(xian)(xian)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)樓(lou)市(shi)(shi)(shi)成交(jiao)(jiao)(jiao)量(liang)之所(suo)以明顯下滑,除了(le)房貸(dai)收緊、樓(lou)市(shi)(shi)(shi)新一(yi)輪快速(su)上(shang)(shang)(shang)漲后正常(chang)回調外,基數效(xiao)應占了(le)很大成分。更為重要的(de)(de)是(shi)(shi),若與2011、2012年(nian)(nian)同期水平(ping)相(xiang)比,今年(nian)(nian)上(shang)(shang)(shang)半年(nian)(nian)一(yi)線(xian)(xian)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)樓(lou)市(shi)(shi)(shi)平(ping)均成交(jiao)(jiao)(jiao)量(liang)甚至(zhi)還上(shang)(shang)(shang)漲了(le)15%左右。也就是(shi)(shi)說,今年(nian)(nian)上(shang)(shang)(shang)半年(nian)(nian)一(yi)線(xian)(xian)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)樓(lou)市(shi)(shi)(shi)成交(jiao)(jiao)(jiao)量(liang)仍(reng)(reng)處在高位;再看價(jia)(jia)格水平(ping),根據(ju)國家統計局的(de)(de)數據(ju),一(yi)線(xian)(xian)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)房價(jia)(jia)集體出(chu)(chu)現環比下跌是(shi)(shi)從(cong)6月份(fen)開始的(de)(de),但同比2013年(nian)(nian)6月仍(reng)(reng)有7%左右的(de)(de)價(jia)(jia)格上(shang)(shang)(shang)漲。因此(ci),不管從(cong)成交(jiao)(jiao)(jiao)量(liang)看,還是(shi)(shi)從(cong)價(jia)(jia)格水平(ping)看,一(yi)線(xian)(xian)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)樓(lou)市(shi)(shi)(shi)仍(reng)(reng)處在近(jin)幾年(nian)(nian)的(de)(de)相(xiang)對高位。對于樓(lou)市(shi)(shi)(shi)形(xing)勢的(de)(de)如上(shang)(shang)(shang)客觀判斷,決定(ding)了(le)一(yi)線(xian)(xian)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)不可能盲(mang)目退(tui)出(chu)(chu)限購政策。
其次(ci),一線(xian)城(cheng)市(shi)今年(nian)(nian)以(yi)來(lai)(lai)的(de)(de)(de)下滑屬于(yu)周期(qi)性(xing)和供(gong)應結構性(xing)重疊(die)的(de)(de)(de)下滑,而非趨(qu)勢性(xing)和行業衰(shuai)退性(xing)下滑,要站在(zai)長期(qi)供(gong)求(qiu)關系的(de)(de)(de)高度(du)來(lai)(lai)看待堅守(shou)限購的(de)(de)(de)意義。今年(nian)(nian)以(yi)來(lai)(lai),一線(xian)城(cheng)市(shi)也(ye)出現了類(lei)似于(yu)二三線(xian)城(cheng)市(shi)庫存攀升、房價下跌、需(xu)(xu)求(qiu)不(bu)足等共性(xing)。但(dan)是,一線(xian)城(cheng)市(shi)實際(ji)管理總人口(kou)(kou)在(zai)1億左右,占(zhan)據全國城(cheng)鎮(zhen)人口(kou)(kou)的(de)(de)(de)1/6,而且未來(lai)(lai)還將處于(yu)年(nian)(nian)均150萬以(yi)上的(de)(de)(de)人口(kou)(kou)凈(jing)流入狀態。目前,盡管全國城(cheng)鎮(zhen)戶(hu)(hu)均住(zhu)房套(tao)數在(zai)1~1.14套(tao),但(dan)住(zhu)房資源(yuan)占(zhan)有(you)極不(bu)均衡,85%的(de)(de)(de)家(jia)庭戶(hu)(hu)均0.75套(tao)住(zhu)房,住(zhu)房資源(yuan)占(zhan)有(you)不(bu)均衡在(zai)一線(xian)城(cheng)市(shi)最為嚴(yan)重,戶(hu)(hu)均住(zhu)房在(zai)0.75至(zhi)0.5套(tao)之間,有(you)效需(xu)(xu)求(qiu)和潛在(zai)需(xu)(xu)求(qiu)規(gui)模較大(da),長期(qi)內的(de)(de)(de)供(gong)求(qiu)關系依舊比較緊張(zhang)。
目前,一(yi)線城(cheng)市樓(lou)市成交(jiao)量之(zhi)所以在(zai)今年(nian)上半年(nian)下(xia)滑(hua),一(yi)方面(mian)是(shi)因為(wei)房(fang)(fang)(fang)價(jia)在(zai)最近(jin)幾年(nian)過快上漲(zhang)、過度繁榮、過度投機,而(er)85%的(de)人群(qun)住房(fang)(fang)(fang)支(zhi)付能(neng)力(li)嚴重不(bu)足(房(fang)(fang)(fang)價(jia)收入比在(zai)15倍左右),造成需(xu)(xu)求(qiu)乏力(li)、甚至斷檔,只有通過樓(lou)市周(zhou)期性(xing)的(de)調整才能(neng)重新(xin)匹(pi)配(pei)供(gong)求(qiu)關系;另一(yi)方面(mian),一(yi)線城(cheng)市新(xin)房(fang)(fang)(fang)供(gong)應存在(zai)價(jia)格虛高、位(wei)置偏遠、配(pei)套太差的(de)問題,不(bu)適宜(yi)目前占市場主體的(de)剛需(xu)(xu)人群(qun)的(de)需(xu)(xu)求(qiu),樓(lou)市下(xia)滑(hua)有結構性(xing)影響的(de)成分(fen)。想(xiang)想(xiang),北京(jing)、上海和(he)深(shen)圳新(xin)房(fang)(fang)(fang)供(gong)應都在(zai)城(cheng)市邊緣,甚至是(shi)行政邊界帶,但房(fang)(fang)(fang)價(jia)水平都在(zai)2萬/平方米(mi)以上,而(er)配(pei)套卻(que)難言齊(qi)備,對剛需(xu)(xu)來說,性(xing)價(jia)比很差。
限(xian)購(gou)取消(xiao)后,需(xu)(xu)(xu)求(qiu)會(hui)突(tu)然(ran)增(zeng)加,這在(zai)其他近期放(fang)(fang)松(song)限(xian)購(gou)的(de)(de)(de)(de)城(cheng)(cheng)市(shi)(shi)已被證實(shi)。因(yin)此,如果一(yi)(yi)(yi)線城(cheng)(cheng)市(shi)(shi)放(fang)(fang)開限(xian)購(gou),受(shou)政策(ce)打壓前期積累的(de)(de)(de)(de)需(xu)(xu)(xu)求(qiu)會(hui)釋放(fang)(fang),特別是改善性需(xu)(xu)(xu)求(qiu)和(he)投資(zi)需(xu)(xu)(xu)求(qiu),以及受(shou)政策(ce)預期影響(xiang)的(de)(de)(de)(de)首次購(gou)房(fang)需(xu)(xu)(xu)求(qiu)。這里需(xu)(xu)(xu)要注意(yi)的(de)(de)(de)(de)是,一(yi)(yi)(yi)線城(cheng)(cheng)市(shi)(shi)住房(fang)消(xiao)費的(de)(de)(de)(de)梯次特性(先(xian)租(zu)房(fang)后買(mai)房(fang)、先(xian)買(mai)小(xiao)房(fang)后買(mai)大(da)(da)房(fang))更明顯,各類需(xu)(xu)(xu)求(qiu)釋放(fang)(fang)也更突(tu)出。因(yin)此,限(xian)購(gou)放(fang)(fang)松(song)后,一(yi)(yi)(yi)線城(cheng)(cheng)市(shi)(shi)房(fang)價上漲幅度和(he)持續(xu)時間(jian)遠大(da)(da)于其他城(cheng)(cheng)市(shi)(shi)。結(jie)果是,不僅比無房(fang)戶和(he)中(zhong)低收(shou)入(ru)人群住房(fang)問題(ti)無法(fa)通(tong)過(guo)難得的(de)(de)(de)(de)周(zhou)期性調(diao)整機會(hui)而得到解(jie)決,而且供應結(jie)構性問題(ti)也無法(fa)通(tong)過(guo)調(diao)整而暴露和(he)解(jie)決,一(yi)(yi)(yi)線城(cheng)(cheng)市(shi)(shi)樓市(shi)(shi)回(hui)升將是畸形的(de)(de)(de)(de)、不可持續(xu)的(de)(de)(de)(de),也可能會(hui)重蹈二三(san)線城(cheng)(cheng)市(shi)(shi)正(zheng)在(zai)面臨的(de)(de)(de)(de)樓市(shi)(shi)泡沫問題(ti)。
最后(hou),一(yi)(yi)線城(cheng)市(shi)(shi)(shi)(shi)(shi)是(shi)我國(guo)(guo)(guo)(guo)(guo)樓(lou)市(shi)(shi)(shi)(shi)(shi)的(de)(de)(de)“風向標”,向來(lai)(lai)引領全國(guo)(guo)(guo)(guo)(guo)樓(lou)市(shi)(shi)(shi)(shi)(shi)發展,要(yao)站在(zai)推進(jin)新型城(cheng)鎮(zhen)化、戶(hu)籍(ji)制度(du)改(gai)革(ge)的(de)(de)(de)高度(du)來(lai)(lai)看(kan)待樓(lou)市(shi)(shi)(shi)(shi)(shi)下(xia)(xia)調(diao)的(de)(de)(de)積極意義。由于資金、人(ren)口和(he)資源高度(du)集聚(ju),一(yi)(yi)線城(cheng)市(shi)(shi)(shi)(shi)(shi)成交量、房價漲跌幅度(du)一(yi)(yi)般也(ye)大(da)(da)(da)于其他(ta)城(cheng)市(shi)(shi)(shi)(shi)(shi),這(zhe)不值得(de)過多(duo)渲染,因為但凡國(guo)(guo)(guo)(guo)(guo)際大(da)(da)(da)都(dou)市(shi)(shi)(shi)(shi)(shi),樓(lou)市(shi)(shi)(shi)(shi)(shi)波動(dong)(dong)幅度(du)都(dou)很(hen)大(da)(da)(da)。但值得(de)注意的(de)(de)(de)是(shi),包括一(yi)(yi)線城(cheng)市(shi)(shi)(shi)(shi)(shi)在(zai)內(nei)的(de)(de)(de)全國(guo)(guo)(guo)(guo)(guo)50個(ge)大(da)(da)(da)型城(cheng)市(shi)(shi)(shi)(shi)(shi),集中(zhong)了2.6億外來(lai)(lai)人(ren)口的(de)(de)(de)80%,將(jiang)這(zhe)部分(fen)群體的(de)(de)(de)住(zhu)房需(xu)求(qiu)釋放(fang)(fang)出來(lai)(lai),將(jiang)是(shi)消化這(zhe)些(xie)城(cheng)市(shi)(shi)(shi)(shi)(shi)庫存的(de)(de)(de)中(zhong)堅力(li)量,也(ye)是(shi)促進(jin)這(zhe)些(xie)城(cheng)市(shi)(shi)(shi)(shi)(shi)樓(lou)市(shi)(shi)(shi)(shi)(shi)未(wei)來(lai)(lai)發展的(de)(de)(de)中(zhong)堅力(li)量,更是(shi)促進(jin)戶(hu)籍(ji)制度(du)改(gai)革(ge)、外來(lai)(lai)人(ren)口城(cheng)市(shi)(shi)(shi)(shi)(shi)化的(de)(de)(de)基(ji)礎。即(ji)便(bian)一(yi)(yi)線城(cheng)市(shi)(shi)(shi)(shi)(shi)繼續執行限購政策,從長(chang)周期(qi)來(lai)(lai)看(kan),其樓(lou)市(shi)(shi)(shi)(shi)(shi)量價下(xia)(xia)跌的(de)(de)(de)幅度(du)也(ye)有限。但是(shi),其下(xia)(xia)跌后(hou)將(jiang)會(hui)釋放(fang)(fang)出大(da)(da)(da)量住(zhu)房需(xu)求(qiu),特別是(shi)外來(lai)(lai)非(fei)戶(hu)籍(ji)人(ren)群和(he)中(zhong)低(di)收入人(ren)群的(de)(de)(de)住(zhu)房需(xu)求(qiu),這(zhe)將(jiang)是(shi)長(chang)期(qi)內(nei)穩定全國(guo)(guo)(guo)(guo)(guo)其他(ta)城(cheng)市(shi)(shi)(shi)(shi)(shi)樓(lou)市(shi)(shi)(shi)(shi)(shi)、推動(dong)(dong)新型城(cheng)鎮(zhen)化布局的(de)(de)(de)榜樣。
