財(cai)政部部長(chang)劉昆在《黨的二十大報告輔導讀(du)本(ben)》中發表題為(wei)《健全現(xian)代預(yu)(yu)算制(zhi)度(du)(du)》的署名文(wen)章,文(wen)章指出,按照黨中央統一(yi)(yi)部署,健全現(xian)代預(yu)(yu)算制(zhi)度(du)(du),要進一(yi)(yi)步(bu)破(po)除體制(zhi)機制(zhi)障(zhang)礙,補齊管理制(zhi)度(du)(du)短板(ban),推動預(yu)(yu)算編制(zhi)完(wan)整科學、預(yu)(yu)算執行規(gui)范高(gao)效、預(yu)(yu)算監督嚴格有力、管理手段先進完(wan)備,構(gou)建完(wan)善綜合統籌、規(gui)范透明、約束有力、講(jiang)求(qiu)績(ji)效、持(chi)續安全的現(xian)代預(yu)(yu)算制(zhi)度(du)(du)。
