關于國務院機構改革方案的說明

——2023年3月7日在第十四屆(jie)全國(guo)人(ren)民代(dai)表大會第一次會議上

我(wo)受國務院委(wei)托,根據黨的(de)二(er)十屆二(er)中全會通過的(de)《黨和國家機構(gou)改革方案》,就國務院機構(gou)改革方案向(xiang)大會作(zuo)說明,請予(yu)審議。

黨的(de)二(er)(er)十(shi)大對(dui)深化(hua)黨和國家機(ji)(ji)(ji)(ji)(ji)構(gou)改革作出重要(yao)部(bu)署,黨的(de)二(er)(er)十(shi)屆二(er)(er)中(zhong)(zhong)(zhong)全(quan)(quan)會審議通(tong)過《黨和國家機(ji)(ji)(ji)(ji)(ji)構(gou)改革方案》。這次黨和國家機(ji)(ji)(ji)(ji)(ji)構(gou)改革的(de)總體(ti)(ti)(ti)要(yao)求(qiu)是(shi),貫徹(che)落實黨的(de)二(er)(er)十(shi)大精神,以習近平(ping)新時代(dai)(dai)中(zhong)(zhong)(zhong)國特(te)色社(she)會主義思想為(wei)指(zhi)導(dao),以加(jia)強黨中(zhong)(zhong)(zhong)央(yang)集中(zhong)(zhong)(zhong)統(tong)(tong)一領(ling)導(dao)為(wei)統(tong)(tong)領(ling),以推進(jin)國家治理體(ti)(ti)(ti)系和治理能力現代(dai)(dai)化(hua)為(wei)導(dao)向,堅持穩中(zhong)(zhong)(zhong)求(qiu)進(jin)工(gong)作總基調(diao),適(shi)應(ying)統(tong)(tong)籌推進(jin)“五位一體(ti)(ti)(ti)”總體(ti)(ti)(ti)布局(ju)(ju)、協調(diao)推進(jin)“四個全(quan)(quan)面”戰略布局(ju)(ju)的(de)要(yao)求(qiu),適(shi)應(ying)構(gou)建新發(fa)展格局(ju)(ju)、推動(dong)高質量發(fa)展的(de)需(xu)要(yao),堅持問題導(dao)向,統(tong)(tong)籌黨中(zhong)(zhong)(zhong)央(yang)機(ji)(ji)(ji)(ji)(ji)構(gou)、全(quan)(quan)國人大機(ji)(ji)(ji)(ji)(ji)構(gou)、國務院機(ji)(ji)(ji)(ji)(ji)構(gou)、全(quan)(quan)國政協機(ji)(ji)(ji)(ji)(ji)構(gou),統(tong)(tong)籌中(zhong)(zhong)(zhong)央(yang)和地方,深化(hua)重點(dian)領(ling)域機(ji)(ji)(ji)(ji)(ji)構(gou)改革,推動(dong)黨對(dui)社(she)會主義現代(dai)(dai)化(hua)建設的(de)領(ling)導(dao)在(zai)機(ji)(ji)(ji)(ji)(ji)構(gou)設置上更(geng)加(jia)科學、在(zai)職能配置上更(geng)加(jia)優化(hua)、在(zai)體(ti)(ti)(ti)制機(ji)(ji)(ji)(ji)(ji)制上更(geng)加(jia)完善、在(zai)運行管(guan)理上更(geng)加(jia)高效。

國(guo)務院(yuan)機(ji)構(gou)改(gai)革作為(wei)黨和(he)國(guo)家(jia)機(ji)構(gou)改(gai)革的一(yi)項重(zhong)要(yao)任務,重(zhong)點是加強科學技術、金融監管、數據管理、鄉村振興(xing)、知識產權、老齡工(gong)作等重(zhong)點領(ling)域的機(ji)構(gou)職(zhi)責(ze)優化和(he)調整,轉變政府職(zhi)能,加快建設法治政府。

這次國務院機構改革的具體內(nei)容(rong)如下(xia)。

一(yi)、重新組建(jian)科(ke)學技(ji)術(shu)部(bu)(bu)。科(ke)技(ji)創新在(zai)我國(guo)現代化(hua)建(jian)設(she)全(quan)局(ju)中居(ju)于核心(xin)地(di)位。面對(dui)國(guo)際科(ke)技(ji)競爭和外部(bu)(bu)遏制(zhi)打壓的嚴峻形(xing)勢,必須(xu)進一(yi)步理(li)順科(ke)技(ji)領導和管(guan)(guan)理(li)體(ti)制(zhi),更好統(tong)(tong)籌(chou)科(ke)技(ji)力(li)量(liang)在(zai)關鍵核心(xin)技(ji)術(shu)上(shang)攻堅克難,加快實現高水平科(ke)技(ji)自立自強(qiang)。這次黨(dang)和國(guo)家機構改革(ge),加強(qiang)黨(dang)中央(yang)對(dui)科(ke)技(ji)工作的集中統(tong)(tong)一(yi)領導,組建(jian)中央(yang)科(ke)技(ji)委(wei)員會,中央(yang)科(ke)技(ji)委(wei)員會辦(ban)事機構職責由重組后的科(ke)學技(ji)術(shu)部(bu)(bu)整體(ti)承(cheng)擔。根據《黨(dang)和國(guo)家機構改革(ge)方案》精神,強(qiang)化(hua)科(ke)學技(ji)術(shu)部(bu)(bu)的戰略規(gui)劃(hua)、體(ti)制(zhi)改革(ge)、資源統(tong)(tong)籌(chou)、綜合(he)協調、政策法規(gui)、督促檢查等宏觀管(guan)(guan)理(li)職責,推動健(jian)全(quan)新型舉國(guo)體(ti)制(zhi)、優化(hua)科(ke)技(ji)創新全(quan)鏈條管(guan)(guan)理(li)、促進科(ke)技(ji)成果轉化(hua)、促進科(ke)技(ji)和經(jing)濟社會發展相結(jie)合(he)。

劃(hua)(hua)(hua)(hua)轉(zhuan)科(ke)學(xue)技(ji)術部(bu)(bu)具體管(guan)理職(zhi)責(ze)。把組(zu)(zu)織(zhi)(zhi)擬訂科(ke)技(ji)促進(jin)農(nong)(nong)業農(nong)(nong)村(cun)發(fa)(fa)展(zhan)(zhan)(zhan)規(gui)劃(hua)(hua)(hua)(hua)和(he)(he)政(zheng)策、指(zhi)導(dao)農(nong)(nong)村(cun)科(ke)技(ji)進(jin)步職(zhi)責(ze)劃(hua)(hua)(hua)(hua)入(ru)農(nong)(nong)業農(nong)(nong)村(cun)部(bu)(bu)。把組(zu)(zu)織(zhi)(zhi)擬訂科(ke)技(ji)促進(jin)社會(hui)發(fa)(fa)展(zhan)(zhan)(zhan)規(gui)劃(hua)(hua)(hua)(hua)和(he)(he)政(zheng)策職(zhi)責(ze)分別劃(hua)(hua)(hua)(hua)入(ru)國(guo)(guo)家(jia)(jia)發(fa)(fa)展(zhan)(zhan)(zhan)和(he)(he)改(gai)革委員會(hui)、生(sheng)態環境部(bu)(bu)、國(guo)(guo)家(jia)(jia)衛生(sheng)健(jian)康(kang)委員會(hui)等(deng)部(bu)(bu)門。把組(zu)(zu)織(zhi)(zhi)擬訂高新技(ji)術發(fa)(fa)展(zhan)(zhan)(zhan)及產(chan)業化規(gui)劃(hua)(hua)(hua)(hua)和(he)(he)政(zheng)策,指(zhi)導(dao)國(guo)(guo)家(jia)(jia)自主創(chuang)新示(shi)范(fan)區(qu)(qu)、國(guo)(guo)家(jia)(jia)高新技(ji)術產(chan)業開發(fa)(fa)區(qu)(qu)等(deng)科(ke)技(ji)園(yuan)區(qu)(qu)建設,指(zhi)導(dao)科(ke)技(ji)服務業、技(ji)術市(shi)場、科(ke)技(ji)中介組(zu)(zu)織(zhi)(zhi)發(fa)(fa)展(zhan)(zhan)(zhan)等(deng)職(zhi)責(ze)劃(hua)(hua)(hua)(hua)入(ru)工(gong)(gong)業和(he)(he)信息化部(bu)(bu)。把負責(ze)引進(jin)國(guo)(guo)外(wai)智力工(gong)(gong)作職(zhi)責(ze)劃(hua)(hua)(hua)(hua)入(ru)人(ren)(ren)力資源和(he)(he)社會(hui)保(bao)障部(bu)(bu),在人(ren)(ren)力資源和(he)(he)社會(hui)保(bao)障部(bu)(bu)加掛(gua)國(guo)(guo)家(jia)(jia)外(wai)國(guo)(guo)專(zhuan)家(jia)(jia)局牌子。科(ke)學(xue)技(ji)術部(bu)(bu)不再保(bao)留國(guo)(guo)家(jia)(jia)外(wai)國(guo)(guo)專(zhuan)家(jia)(jia)局牌子。

深化財政(zheng)科(ke)(ke)(ke)(ke)技(ji)(ji)(ji)經費分(fen)配(pei)使用機制改革,完善(shan)中(zhong)央財政(zheng)科(ke)(ke)(ke)(ke)技(ji)(ji)(ji)計(ji)劃(hua)執行(xing)和專業機構管(guan)理(li)(li)體(ti)制,調(diao)整科(ke)(ke)(ke)(ke)學(xue)(xue)技(ji)(ji)(ji)術(shu)部(bu)(bu)的中(zhong)央財政(zheng)科(ke)(ke)(ke)(ke)技(ji)(ji)(ji)計(ji)劃(hua)(專項、基(ji)金等)協調(diao)管(guan)理(li)(li)、科(ke)(ke)(ke)(ke)研(yan)(yan)(yan)項目(mu)資金協調(diao)評(ping)估等職責。重(zhong)組(zu)后的科(ke)(ke)(ke)(ke)學(xue)(xue)技(ji)(ji)(ji)術(shu)部(bu)(bu)不再參(can)與(yu)具體(ti)科(ke)(ke)(ke)(ke)研(yan)(yan)(yan)項目(mu)評(ping)審(shen)和管(guan)理(li)(li),主要(yao)負責指導監(jian)督(du)科(ke)(ke)(ke)(ke)研(yan)(yan)(yan)管(guan)理(li)(li)專業機構的運行(xing)管(guan)理(li)(li),加強對科(ke)(ke)(ke)(ke)研(yan)(yan)(yan)項目(mu)實施情(qing)況的督(du)促(cu)檢查(cha)和科(ke)(ke)(ke)(ke)研(yan)(yan)(yan)成(cheng)果(guo)的評(ping)估問效(xiao)。相應(ying)把科(ke)(ke)(ke)(ke)學(xue)(xue)技(ji)(ji)(ji)術(shu)部(bu)(bu)所屬(shu)中(zhong)國(guo)農(nong)村技(ji)(ji)(ji)術(shu)開發中(zhong)心(xin)劃(hua)入農(nong)業農(nong)村部(bu)(bu),中(zhong)國(guo)生物(wu)技(ji)(ji)(ji)術(shu)發展中(zhong)心(xin)劃(hua)入國(guo)家(jia)衛(wei)生健康委(wei)員會,中(zhong)國(guo)21世紀議程管(guan)理(li)(li)中(zhong)心(xin)、科(ke)(ke)(ke)(ke)學(xue)(xue)技(ji)(ji)(ji)術(shu)部(bu)(bu)高技(ji)(ji)(ji)術(shu)研(yan)(yan)(yan)究發展中(zhong)心(xin)劃(hua)入國(guo)家(jia)自然科(ke)(ke)(ke)(ke)學(xue)(xue)基(ji)金委(wei)員會。國(guo)家(jia)自然科(ke)(ke)(ke)(ke)學(xue)(xue)基(ji)金委(wei)員會仍(reng)由(you)科(ke)(ke)(ke)(ke)學(xue)(xue)技(ji)(ji)(ji)術(shu)部(bu)(bu)管(guan)理(li)(li)。

二、組(zu)(zu)建(jian)國(guo)(guo)(guo)(guo)家(jia)金(jin)(jin)融(rong)監(jian)督管(guan)(guan)(guan)(guan)理(li)總(zong)局。黨的(de)二十(shi)大作(zuo)出明確部署,要依法將(jiang)各類(lei)金(jin)(jin)融(rong)活動全部納入(ru)監(jian)管(guan)(guan)(guan)(guan)。為解決金(jin)(jin)融(rong)領(ling)域長期存在的(de)突出矛(mao)盾和問題,在中(zhong)(zhong)國(guo)(guo)(guo)(guo)銀(yin)(yin)行保(bao)(bao)險(xian)監(jian)督管(guan)(guan)(guan)(guan)理(li)委員(yuan)會基礎上組(zu)(zu)建(jian)國(guo)(guo)(guo)(guo)家(jia)金(jin)(jin)融(rong)監(jian)督管(guan)(guan)(guan)(guan)理(li)總(zong)局,統(tong)一負責(ze)除證券業(ye)之(zhi)外的(de)金(jin)(jin)融(rong)業(ye)監(jian)管(guan)(guan)(guan)(guan),強化機構監(jian)管(guan)(guan)(guan)(guan)、行為監(jian)管(guan)(guan)(guan)(guan)、功(gong)能監(jian)管(guan)(guan)(guan)(guan)、穿透式監(jian)管(guan)(guan)(guan)(guan)、持續(xu)監(jian)管(guan)(guan)(guan)(guan),統(tong)籌負責(ze)金(jin)(jin)融(rong)消費者(zhe)權益保(bao)(bao)護(hu),加強風險(xian)管(guan)(guan)(guan)(guan)理(li)和防范(fan)處置,依法查處違法違規行為,作(zuo)為國(guo)(guo)(guo)(guo)務院直屬機構。為加強金(jin)(jin)融(rong)消費者(zhe)合法權益保(bao)(bao)護(hu),統(tong)一規范(fan)金(jin)(jin)融(rong)產品(pin)和服務行為,把中(zhong)(zhong)國(guo)(guo)(guo)(guo)人民銀(yin)(yin)行對金(jin)(jin)融(rong)控股公司等金(jin)(jin)融(rong)集(ji)團(tuan)的(de)日常監(jian)管(guan)(guan)(guan)(guan)職(zhi)責(ze)、有關金(jin)(jin)融(rong)消費者(zhe)保(bao)(bao)護(hu)職(zhi)責(ze),中(zhong)(zhong)國(guo)(guo)(guo)(guo)證券監(jian)督管(guan)(guan)(guan)(guan)理(li)委員(yuan)會的(de)投資者(zhe)保(bao)(bao)護(hu)職(zhi)責(ze)劃入(ru)國(guo)(guo)(guo)(guo)家(jia)金(jin)(jin)融(rong)監(jian)督管(guan)(guan)(guan)(guan)理(li)總(zong)局。不再保(bao)(bao)留中(zhong)(zhong)國(guo)(guo)(guo)(guo)銀(yin)(yin)行保(bao)(bao)險(xian)監(jian)督管(guan)(guan)(guan)(guan)理(li)委員(yuan)會。

三、深(shen)化地方金(jin)(jin)(jin)(jin)融(rong)監(jian)管(guan)(guan)(guan)體(ti)制改革。針(zhen)對(dui)地方金(jin)(jin)(jin)(jin)融(rong)監(jian)管(guan)(guan)(guan)部門存(cun)在的監(jian)管(guan)(guan)(guan)手段缺乏、專業人才(cai)不足(zu)等問(wen)題,強化金(jin)(jin)(jin)(jin)融(rong)管(guan)(guan)(guan)理(li)中(zhong)央(yang)事(shi)權(quan),建立以中(zhong)央(yang)金(jin)(jin)(jin)(jin)融(rong)管(guan)(guan)(guan)理(li)部門地方派(pai)出機構為主(zhu)的地方金(jin)(jin)(jin)(jin)融(rong)監(jian)管(guan)(guan)(guan)體(ti)制,統(tong)籌優化中(zhong)央(yang)金(jin)(jin)(jin)(jin)融(rong)管(guan)(guan)(guan)理(li)部門地方派(pai)出機構設置和力量配備。同時(shi),壓實地方金(jin)(jin)(jin)(jin)融(rong)監(jian)管(guan)(guan)(guan)主(zhu)體(ti)責(ze)任,地方政府設立的金(jin)(jin)(jin)(jin)融(rong)監(jian)管(guan)(guan)(guan)機構專司(si)監(jian)管(guan)(guan)(guan)職責(ze),不再加掛(gua)金(jin)(jin)(jin)(jin)融(rong)工(gong)作局、金(jin)(jin)(jin)(jin)融(rong)辦公(gong)室等牌(pai)子。

四、中(zhong)(zhong)國證券(quan)監(jian)(jian)督(du)管(guan)理(li)(li)委(wei)員(yuan)會(hui)(hui)調(diao)(diao)整為國務院(yuan)直屬機構。為強化(hua)資本市場監(jian)(jian)管(guan)職責(ze),中(zhong)(zhong)國證券(quan)監(jian)(jian)督(du)管(guan)理(li)(li)委(wei)員(yuan)會(hui)(hui)由(you)國務院(yuan)直屬事業單(dan)位調(diao)(diao)整為國務院(yuan)直屬機構。理(li)(li)順債(zhai)券(quan)管(guan)理(li)(li)體(ti)制(zhi),將國家發(fa)展和改革委(wei)員(yuan)會(hui)(hui)的企(qi)業債(zhai)券(quan)發(fa)行審核職責(ze)劃入(ru)中(zhong)(zhong)國證券(quan)監(jian)(jian)督(du)管(guan)理(li)(li)委(wei)員(yuan)會(hui)(hui),由(you)中(zhong)(zhong)國證券(quan)監(jian)(jian)督(du)管(guan)理(li)(li)委(wei)員(yuan)會(hui)(hui)統一負責(ze)公(gong)司(企(qi)業)債(zhai)券(quan)發(fa)行審核工(gong)作。

五、統籌推進中(zhong)(zhong)(zhong)國(guo)(guo)人(ren)(ren)民(min)(min)(min)銀(yin)(yin)行(xing)(xing)(xing)分(fen)支機(ji)構(gou)改革。調整(zheng)中(zhong)(zhong)(zhong)國(guo)(guo)人(ren)(ren)民(min)(min)(min)銀(yin)(yin)行(xing)(xing)(xing)大區(qu)(qu)分(fen)行(xing)(xing)(xing)體制,按(an)照行(xing)(xing)(xing)政區(qu)(qu)設立分(fen)支機(ji)構(gou)。撤(che)銷(xiao)中(zhong)(zhong)(zhong)國(guo)(guo)人(ren)(ren)民(min)(min)(min)銀(yin)(yin)行(xing)(xing)(xing)大區(qu)(qu)分(fen)行(xing)(xing)(xing)及(ji)分(fen)行(xing)(xing)(xing)營業管(guan)理(li)部(bu)、總(zong)行(xing)(xing)(xing)直屬營業管(guan)理(li)部(bu)和省會城市(shi)(shi)(shi)(shi)中(zhong)(zhong)(zhong)心支行(xing)(xing)(xing),在(zai)(zai)31個省(自治區(qu)(qu)、直轄市(shi)(shi)(shi)(shi))設立省級分(fen)行(xing)(xing)(xing),在(zai)(zai)深圳、大連(lian)、寧波(bo)、青(qing)島(dao)、廈(sha)門設立計劃單(dan)列市(shi)(shi)(shi)(shi)分(fen)行(xing)(xing)(xing)。中(zhong)(zhong)(zhong)國(guo)(guo)人(ren)(ren)民(min)(min)(min)銀(yin)(yin)行(xing)(xing)(xing)北京分(fen)行(xing)(xing)(xing)保留中(zhong)(zhong)(zhong)國(guo)(guo)人(ren)(ren)民(min)(min)(min)銀(yin)(yin)行(xing)(xing)(xing)營業管(guan)理(li)部(bu)牌子(zi),中(zhong)(zhong)(zhong)國(guo)(guo)人(ren)(ren)民(min)(min)(min)銀(yin)(yin)行(xing)(xing)(xing)上海分(fen)行(xing)(xing)(xing)與中(zhong)(zhong)(zhong)國(guo)(guo)人(ren)(ren)民(min)(min)(min)銀(yin)(yin)行(xing)(xing)(xing)上海總(zong)部(bu)合署辦公(gong)。不(bu)再保留中(zhong)(zhong)(zhong)國(guo)(guo)人(ren)(ren)民(min)(min)(min)銀(yin)(yin)行(xing)(xing)(xing)縣(市(shi)(shi)(shi)(shi))支行(xing)(xing)(xing),相關職能(neng)上收(shou)至(zhi)中(zhong)(zhong)(zhong)國(guo)(guo)人(ren)(ren)民(min)(min)(min)銀(yin)(yin)行(xing)(xing)(xing)地(市(shi)(shi)(shi)(shi))中(zhong)(zhong)(zhong)心支行(xing)(xing)(xing)。對(dui)邊境或外貿(mao)結售匯(hui)業務量大的地區(qu)(qu),可根據工(gong)作(zuo)需要,采取(qu)中(zhong)(zhong)(zhong)國(guo)(guo)人(ren)(ren)民(min)(min)(min)銀(yin)(yin)行(xing)(xing)(xing)地(市(shi)(shi)(shi)(shi))中(zhong)(zhong)(zhong)心支行(xing)(xing)(xing)派出(chu)機(ji)構(gou)方式履行(xing)(xing)(xing)相關管(guan)理(li)服(fu)務職能(neng)。

六、完(wan)善國(guo)(guo)(guo)(guo)(guo)有(you)(you)金(jin)(jin)(jin)融(rong)資(zi)本(ben)管(guan)理(li)體制。國(guo)(guo)(guo)(guo)(guo)有(you)(you)金(jin)(jin)(jin)融(rong)資(zi)本(ben)是(shi)推進(jin)國(guo)(guo)(guo)(guo)(guo)家現代化、維(wei)護國(guo)(guo)(guo)(guo)(guo)家金(jin)(jin)(jin)融(rong)安全的重(zhong)要保障,是(shi)我(wo)們黨和(he)國(guo)(guo)(guo)(guo)(guo)家事業發(fa)展的重(zhong)要物質基(ji)(ji)礎(chu)和(he)政治(zhi)基(ji)(ji)礎(chu)。為(wei)厘清金(jin)(jin)(jin)融(rong)監管(guan)部門(men)、履(lv)(lv)行(xing)國(guo)(guo)(guo)(guo)(guo)有(you)(you)金(jin)(jin)(jin)融(rong)資(zi)本(ben)出(chu)(chu)資(zi)人(ren)職(zhi)責的機構(gou)和(he)國(guo)(guo)(guo)(guo)(guo)有(you)(you)金(jin)(jin)(jin)融(rong)機構(gou)之(zhi)間的權責關(guan)系,推進(jin)管(guan)辦分離、政企分開(kai),把中央金(jin)(jin)(jin)融(rong)管(guan)理(li)部門(men)管(guan)理(li)的市場(chang)經(jing)營類機構(gou)剝離,相關(guan)國(guo)(guo)(guo)(guo)(guo)有(you)(you)金(jin)(jin)(jin)融(rong)資(zi)產劃入國(guo)(guo)(guo)(guo)(guo)有(you)(you)金(jin)(jin)(jin)融(rong)資(zi)本(ben)受托管(guan)理(li)機構(gou),由(you)其根據國(guo)(guo)(guo)(guo)(guo)務院授權統一履(lv)(lv)行(xing)出(chu)(chu)資(zi)人(ren)職(zhi)責,促進(jin)國(guo)(guo)(guo)(guo)(guo)有(you)(you)金(jin)(jin)(jin)融(rong)機構(gou)持(chi)續健康發(fa)展。

七、加(jia)強(qiang)金融(rong)管(guan)(guan)理(li)(li)(li)部(bu)(bu)門工(gong)作(zuo)人(ren)員(yuan)統一規(gui)范(fan)管(guan)(guan)理(li)(li)(li)。為促(cu)進金融(rong)管(guan)(guan)理(li)(li)(li)部(bu)(bu)門依法合(he)規(gui)履行金融(rong)管(guan)(guan)理(li)(li)(li)職(zhi)責,解決(jue)金融(rong)系統隊伍管(guan)(guan)理(li)(li)(li)的統一性(xing)、規(gui)范(fan)性(xing)問題,把中國(guo)(guo)(guo)人(ren)民銀行、國(guo)(guo)(guo)家金融(rong)監督(du)管(guan)(guan)理(li)(li)(li)總局、中國(guo)(guo)(guo)證券監督(du)管(guan)(guan)理(li)(li)(li)委員(yuan)會、國(guo)(guo)(guo)家外匯管(guan)(guan)理(li)(li)(li)局及(ji)其(qi)分(fen)支機(ji)構(gou)、派出機(ji)構(gou)的工(gong)作(zuo)人(ren)員(yuan)納入國(guo)(guo)(guo)家公務員(yuan)統一規(gui)范(fan)管(guan)(guan)理(li)(li)(li),使用行政(zheng)編(bian)制,執行國(guo)(guo)(guo)家公務員(yuan)工(gong)資待(dai)遇標準。

八、組建(jian)(jian)(jian)(jian)(jian)國(guo)(guo)家(jia)(jia)(jia)數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)局(ju)(ju)(ju)。當今社會,數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)資源、數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)經濟(ji)(ji)(ji)對經濟(ji)(ji)(ji)社會發(fa)展(zhan)(zhan)具有基(ji)礎(chu)(chu)性作用(yong),對于構(gou)建(jian)(jian)(jian)(jian)(jian)新發(fa)展(zhan)(zhan)格(ge)局(ju)(ju)(ju)、建(jian)(jian)(jian)(jian)(jian)設(she)現(xian)代化經濟(ji)(ji)(ji)體系、構(gou)筑國(guo)(guo)家(jia)(jia)(jia)競爭新優勢意義(yi)重大,必須加強對數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)的管理、開發(fa)、利用(yong)。在保持數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)安全(quan)、行業數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)監管、信(xin)(xin)息化發(fa)展(zhan)(zhan)、數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)政府(fu)建(jian)(jian)(jian)(jian)(jian)設(she)等現(xian)行工作格(ge)局(ju)(ju)(ju)總體穩定前提下,把(ba)數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)資源整合(he)共享(xiang)和(he)(he)開發(fa)利用(yong)方(fang)(fang)面的有關職責相(xiang)對集中(zhong),組建(jian)(jian)(jian)(jian)(jian)國(guo)(guo)家(jia)(jia)(jia)數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)局(ju)(ju)(ju),作為(wei)國(guo)(guo)家(jia)(jia)(jia)發(fa)展(zhan)(zhan)和(he)(he)改革委(wei)員會管理的國(guo)(guo)家(jia)(jia)(jia)局(ju)(ju)(ju),負責協調(diao)推(tui)進數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)基(ji)礎(chu)(chu)制度建(jian)(jian)(jian)(jian)(jian)設(she),統籌推(tui)進數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)中(zhong)國(guo)(guo)、數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)經濟(ji)(ji)(ji)、數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)社會規(gui)劃(hua)和(he)(he)建(jian)(jian)(jian)(jian)(jian)設(she)等。把(ba)中(zhong)央網絡安全(quan)和(he)(he)信(xin)(xin)息化委(wei)員會辦公室承擔(dan)的研究擬訂數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)中(zhong)國(guo)(guo)建(jian)(jian)(jian)(jian)(jian)設(she)方(fang)(fang)案、協調(diao)推(tui)動公共服(fu)務和(he)(he)社會治(zhi)理信(xin)(xin)息化、協調(diao)促(cu)進智慧城市(shi)建(jian)(jian)(jian)(jian)(jian)設(she)、協調(diao)國(guo)(guo)家(jia)(jia)(jia)重要(yao)信(xin)(xin)息資源開發(fa)利用(yong)與共享(xiang)、推(tui)動信(xin)(xin)息資源跨(kua)行業跨(kua)部門(men)互聯互通等職責,國(guo)(guo)家(jia)(jia)(jia)發(fa)展(zhan)(zhan)和(he)(he)改革委(wei)員會承擔(dan)的統籌推(tui)進數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)經濟(ji)(ji)(ji)發(fa)展(zhan)(zhan)、組織(zhi)實施國(guo)(guo)家(jia)(jia)(jia)大數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)戰略、推(tui)進數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)要(yao)素基(ji)礎(chu)(chu)制度建(jian)(jian)(jian)(jian)(jian)設(she)、推(tui)進數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)基(ji)礎(chu)(chu)設(she)施布局(ju)(ju)(ju)建(jian)(jian)(jian)(jian)(jian)設(she)等職責劃(hua)入國(guo)(guo)家(jia)(jia)(jia)數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)(ju)(ju)局(ju)(ju)(ju)。

九、優化農(nong)業(ye)農(nong)村(cun)(cun)部(bu)職責(ze)。為統籌抓好以鄉(xiang)(xiang)村(cun)(cun)振(zhen)(zhen)興(xing)為重(zhong)(zhong)心的(de)(de)(de)“三農(nong)”各項(xiang)工作,加(jia)快建(jian)設農(nong)業(ye)強國(guo),整體推(tui)動農(nong)業(ye)全(quan)面(mian)升級、農(nong)村(cun)(cun)全(quan)面(mian)進步、農(nong)民全(quan)面(mian)發展(zhan),把國(guo)家鄉(xiang)(xiang)村(cun)(cun)振(zhen)(zhen)興(xing)局(ju)的(de)(de)(de)牽(qian)頭開展(zhan)防止返貧(pin)監測和(he)幫(bang)(bang)扶,組織擬訂鄉(xiang)(xiang)村(cun)(cun)振(zhen)(zhen)興(xing)重(zhong)(zhong)點幫(bang)(bang)扶縣(xian)和(he)重(zhong)(zhong)點地區幫(bang)(bang)扶政(zheng)(zheng)策,組織開展(zhan)東西(xi)部(bu)協作、對口支(zhi)援、社會(hui)(hui)幫(bang)(bang)扶,研究提出中央(yang)財政(zheng)(zheng)銜接推(tui)進鄉(xiang)(xiang)村(cun)(cun)振(zhen)(zhen)興(xing)相關資(zi)金(jin)分配建(jian)議方案并指導、監督資(zi)金(jin)使用(yong),推(tui)動鄉(xiang)(xiang)村(cun)(cun)幫(bang)(bang)扶產業(ye)發展(zhan),推(tui)動農(nong)村(cun)(cun)社會(hui)(hui)事業(ye)和(he)公共服務發展(zhan)等職責(ze)劃入農(nong)業(ye)農(nong)村(cun)(cun)部(bu),在農(nong)業(ye)農(nong)村(cun)(cun)部(bu)加(jia)掛(gua)國(guo)家鄉(xiang)(xiang)村(cun)(cun)振(zhen)(zhen)興(xing)局(ju)牌子。不再保留(liu)單設的(de)(de)(de)國(guo)家鄉(xiang)(xiang)村(cun)(cun)振(zhen)(zhen)興(xing)局(ju)。

國(guo)家鄉(xiang)村振興局職責劃入農業(ye)農村部,要(yao)繼續加(jia)大對脫貧(pin)(pin)地區和脫貧(pin)(pin)群眾的幫(bang)(bang)扶(fu)力度,全國(guo)脫貧(pin)(pin)攻堅目標(biao)任務(wu)完成后(hou)的過渡(du)期內,有關(guan)幫(bang)(bang)扶(fu)政策、財政支持、項(xiang)目安排保持總體(ti)穩定,資金項(xiang)目相對獨立(li)運行管理。

十、完(wan)善老(lao)齡(ling)(ling)工作(zuo)體(ti)制(zhi)。為實施積極應對(dui)人(ren)口老(lao)齡(ling)(ling)化(hua)國家戰略(lve),更好發(fa)展養(yang)老(lao)事(shi)業和養(yang)老(lao)產業,推(tui)動實現全體(ti)老(lao)年人(ren)享有基本養(yang)老(lao)服務,把國家衛生健康(kang)委員(yuan)(yuan)會的組織擬(ni)訂并(bing)協調(diao)落實應對(dui)人(ren)口老(lao)齡(ling)(ling)化(hua)政(zheng)策措施、承擔全國老(lao)齡(ling)(ling)工作(zuo)委員(yuan)(yuan)會的具體(ti)工作(zuo)等職(zhi)責劃入民(min)政(zheng)部(bu)。全國老(lao)齡(ling)(ling)工作(zuo)委員(yuan)(yuan)會辦(ban)公室改(gai)設在(zai)民(min)政(zheng)部(bu),強(qiang)化(hua)其綜合(he)協調(diao)、督(du)促指導、組織推(tui)進老(lao)齡(ling)(ling)事(shi)業發(fa)展職(zhi)責。中國老(lao)齡(ling)(ling)協會改(gai)由民(min)政(zheng)部(bu)代管(guan)。

十(shi)一、完(wan)善知識(shi)產權管理(li)體制。為(wei)適應推進創新型(xing)國(guo)家(jia)(jia)(jia)建設、推動(dong)高(gao)(gao)質量發展、擴大(da)高(gao)(gao)水平對外開放的(de)內(nei)在需(xu)要(yao),加快推進知識(shi)產權強國(guo)建設,全面(mian)提升知識(shi)產權創造(zao)、運用、保護、管理(li)和服務(wu)水平,將國(guo)家(jia)(jia)(jia)知識(shi)產權局(ju)由(you)國(guo)家(jia)(jia)(jia)市(shi)場監督管理(li)總局(ju)管理(li)的(de)國(guo)家(jia)(jia)(jia)局(ju)調整(zheng)為(wei)國(guo)務(wu)院直屬(shu)機構。商標、專(zhuan)(zhuan)利等領域執法職責繼續(xu)由(you)市(shi)場監管綜合執法隊伍承擔,相關執法工作接受國(guo)家(jia)(jia)(jia)知識(shi)產權局(ju)專(zhuan)(zhuan)業指導。

十(shi)二、國(guo)(guo)家信(xin)訪(fang)局(ju)調整(zheng)為(wei)國(guo)(guo)務(wu)院直(zhi)屬機構。為(wei)貫徹落(luo)實新時代黨的群眾(zhong)路線,加強和改(gai)進人(ren)民信(xin)訪(fang)工作,更好維護人(ren)民根本利(li)益,將國(guo)(guo)家信(xin)訪(fang)局(ju)由國(guo)(guo)務(wu)院辦(ban)公廳管理的國(guo)(guo)家局(ju)調整(zheng)為(wei)國(guo)(guo)務(wu)院直(zhi)屬機構。

十三、精(jing)減(jian)中(zhong)央(yang)國家機關(guan)人(ren)員(yuan)編制(zhi)。中(zhong)央(yang)國家機關(guan)各部門(men)人(ren)員(yuan)編制(zhi)統一按照(zhao)5%的比例(li)進行精(jing)減(jian),收回的編制(zhi)主要(yao)用(yong)于加強重點領域和重要(yao)工作。對于精(jing)減(jian)后少數(shu)部門(men)超編問題,給予5年過渡期逐步消化。

各位(wei)代表,按照(zhao)上述方案調(diao)整(zheng)后,除國務院(yuan)(yuan)辦公廳外,國務院(yuan)(yuan)設(she)置組成部(bu)門仍為26個。根據國務院(yuan)(yuan)組織法規(gui)定,科學(xue)技術(shu)部(bu)、農業農村部(bu)等國務院(yuan)(yuan)組成部(bu)門的調(diao)整(zheng)和設(she)置,請大會審(shen)議(yi)。

國(guo)家(jia)市場監督管(guan)(guan)理總(zong)局(ju)(ju)(ju)、國(guo)家(jia)金(jin)融監督管(guan)(guan)理總(zong)局(ju)(ju)(ju)、中國(guo)證券監督管(guan)(guan)理委員會(hui)、國(guo)家(jia)信訪(fang)局(ju)(ju)(ju)、國(guo)家(jia)知識產權(quan)局(ju)(ju)(ju)、國(guo)家(jia)數據(ju)局(ju)(ju)(ju)、國(guo)家(jia)鄉村振(zhen)興(xing)局(ju)(ju)(ju)等(deng)國(guo)務(wu)院(yuan)組(zu)成部(bu)門以外的國(guo)務(wu)院(yuan)所屬(shu)機構的調整和設置,將(jiang)由新組(zu)成的國(guo)務(wu)院(yuan)審查批(pi)準(zhun)。

下一步在機(ji)構改(gai)革(ge)實(shi)施工(gong)作中(zhong),我們(men)將深刻認(ren)識“兩個確立”的決(jue)定性意義,增(zeng)強“四個意識”、堅定“四個自信”、做(zuo)到“兩個維護”,堅決(jue)維護黨(dang)中(zhong)央權威和集中(zhong)統一領導,認(ren)真貫徹(che)落實(shi)黨(dang)中(zhong)央關于(yu)黨(dang)和國家機(ji)構改(gai)革(ge)的決(jue)策(ce)部署,抓(zhua)好改(gai)革(ge)關鍵環節,做(zuo)好思(si)想(xiang)(xiang)政治(zhi)工(gong)作,嚴肅(su)改(gai)革(ge)紀律,確保機(ji)構、職責(ze)、人員等(deng)按要求及時調整到位,做(zuo)到思(si)想(xiang)(xiang)不(bu)(bu)(bu)亂、工(gong)作不(bu)(bu)(bu)斷(duan)、隊(dui)伍不(bu)(bu)(bu)散、干勁不(bu)(bu)(bu)減。
