財政(zheng)(zheng)部部長(chang)謝旭人(ren)20日說,在優(you)化國(guo)民收入分配格局(ju)方(fang)面,明(ming)年將完善(shan)對(dui)(dui)壟斷行業(ye)工(gong)資(zi)總額和工(gong)資(zi)水平的雙重調控政(zheng)(zheng)策,加大對(dui)(dui)高收入者(zhe)的調節力度。推動實施事(shi)業(ye)單位績效(xiao)工(gong)資(zi)政(zheng)(zheng)策。繼續做好規范公務員津(jin)貼補貼工(gong)作,完善(shan)艱苦邊遠(yuan)地區津(jin)貼政(zheng)(zheng)策。
謝旭人(ren)表示,明年(nian)將落實好其他各項(xiang)稅費減免政策,進一步減輕企(qi)業和社(she)會(hui)負擔,推動經濟結構調整。
2012年,中國加大了結構性減(jian)稅力度。營業稅改(gai)征增值稅改(gai)革試點(dian)(dian)擴大到(dao)了北京、江蘇、安徽(hui)、福建(jian)等9個(ge)省(sheng)市和(he)深圳等3個(ge)計劃單列(lie)市。據初步(bu)統計,截至11月份,已納入試點(dian)(dian)的企業戶(hu)數約(yue)71萬戶(hu),即將納入試點(dian)(dian)的戶(hu)數約(yue)20萬戶(hu)。“營改(gai)增”減(jian)負效果明顯,其中上海市1-10月減(jian)收225億元人民幣,北京市從9月試點(dian)(dian)之后的兩個(ge)月內減(jian)收25億元。
此外,官方去(qu)年還(huan)采取(qu)了(le)(le)提高了(le)(le)增值稅、營業稅起征(zheng)(zheng)(zheng)點,對小型微(wei)利企(qi)業減(jian)半征(zheng)(zheng)(zheng)收(shou)企(qi)業所得稅并擴大政策覆蓋范(fan)(fan)圍;擴大物(wu)流企(qi)業營業稅差額納稅試(shi)點范(fan)(fan)圍;對蔬(shu)菜和(he)部分(fen)鮮活肉蛋產(chan)品批發(fa)、零售免(mian)征(zheng)(zheng)(zheng)增值稅;降低部分(fen)進口商品關稅;清理(li)取(qu)消253項(xiang)涉(she)企(qi)收(shou)費項(xiang)目等一系列措施。
謝旭人透露,明年(nian)將加快推進“營改增”試(shi)點(dian)(dian)工作,抓緊研究交(jiao)通(tong)(tong)運輸(shu)業(ye)(ye)(ye)和(he)部分現代(dai)服務(wu)業(ye)(ye)(ye)在(zai)全國試(shi)點(dian)(dian)的方案,適時將郵電通(tong)(tong)信、鐵(tie)路運輸(shu)、建筑安裝(zhuang)等行業(ye)(ye)(ye)納入試(shi)點(dian)(dian)范圍(wei)。2012年(nian)1月1日,“營改增”試(shi)點(dian)(dian)改革率先在(zai)上海市(shi)交(jiao)通(tong)(tong)運輸(shu)業(ye)(ye)(ye)和(he)部分現代(dai)服務(wu)業(ye)(ye)(ye)啟動,目前試(shi)點(dian)(dian)已擴至9個省、直轄市(shi)和(he)3個計劃(hua)單(dan)列市(shi)。隨著(zhu)試(shi)點(dian)(dian)減稅(shui)成(cheng)效的逐步顯現,改革在(zai)促(cu)進服務(wu)業(ye)(ye)(ye)發展、助推產業(ye)(ye)(ye)升級等方面發揮了積極作用。
謝旭(xu)人(ren)還指出,明年將繼續推進(jin)(jin)資(zi)源(yuan)稅(shui)(shui)改革,擴大資(zi)源(yuan)稅(shui)(shui)從價計征(zheng)范(fan)圍(wei),進(jin)(jin)一(yi)步(bu)發揮好稅(shui)(shui)收促進(jin)(jin)資(zi)源(yuan)節約和(he)環境(jing)保護的作(zuo)用(yong)。
這些措施在(zai)一定程度上為企(qi)業和民眾減輕了(le)(le)負(fu)擔、擴大了(le)(le)國內需求、促進了(le)(le)出(chu)口穩定增長(chang),對遏制經濟增速下滑(hua)亦起到了(le)(le)重要(yao)作用。
國(guo)家統(tong)計局數(shu)據顯示,2012年(nian)前三季度中國(guo)GDP增(zeng)長7.7%。官方預計,實(shi)現全年(nian)7.5%的經濟增(zeng)長目標(biao)已(yi)成定(ding)局。(完)
