工信部制定發布《2024年汽車標準化工作要點》

全(quan)面貫徹黨的(de)二(er)十大(da)和(he)中央經濟工(gong)作會(hui)議精神,認真落實(shi)政府工(gong)作報告和(he)全(quan)國新(xin)型工(gong)業化(hua)(hua)推(tui)進(jin)大(da)會(hui)任(ren)務部署,按照《國家標(biao)(biao)準化(hua)(hua)發(fa)展綱要(yao)(yao)》《2024年全(quan)國標(biao)(biao)準化(hua)(hua)工(gong)作要(yao)(yao)點(dian)(dian)》《2024年工(gong)業和(he)信息化(hua)(hua)標(biao)(biao)準工(gong)作要(yao)(yao)點(dian)(dian)》等文件(jian)要(yao)(yao)求,為進(jin)一步發(fa)揮標(biao)(biao)準推(tui)進(jin)質量提(ti)升、促進(jin)技術創新(xin)的(de)重要(yao)(yao)作用,有力支撐汽車產業高質量發(fa)展,制定發(fa)布《2024年汽車標(biao)(biao)準化(hua)(hua)工(gong)作要(yao)(yao)點(dian)(dian)》。

一、持續加強頂層設計,健全汽車技術標準體系

(一(yi))完(wan)善汽車標(biao)準(zhun)(zhun)體(ti)系(xi)規劃。緊跟汽車技(ji)(ji)術(shu)(shu)發(fa)展(zhan)(zhan)趨勢和行(xing)業實(shi)際需求(qiu)(qiu),開(kai)展(zhan)(zhan)汽車行(xing)業“十四(si)五”技(ji)(ji)術(shu)(shu)標(biao)準(zhun)(zhun)體(ti)系(xi)實(shi)施效果評(ping)估(gu),啟動(dong)“十五五”技(ji)(ji)術(shu)(shu)標(biao)準(zhun)(zhun)體(ti)系(xi)研究,推動(dong)構建(jian)覆(fu)蓋(gai)產業鏈全(quan)鏈條、全(quan)流程、全(quan)生命周期的標(biao)準(zhun)(zhun)體(ti)系(xi),更好適應技(ji)(ji)術(shu)(shu)和產業發(fa)展(zhan)(zhan)新形勢新要求(qiu)(qiu)。

(二(er))推進重(zhong)點(dian)標(biao)(biao)準(zhun)體(ti)(ti)系(xi)建設。做好《國家(jia)車(che)(che)(che)聯網(wang)產業標(biao)(biao)準(zhun)體(ti)(ti)系(xi)建設指南(智(zhi)能(neng)(neng)網(wang)聯汽車(che)(che)(che))(2023版(ban))》《國家(jia)汽車(che)(che)(che)芯片標(biao)(biao)準(zhun)體(ti)(ti)系(xi)建設指南》等落地實施(shi),加(jia)快建立(li)新能(neng)(neng)源汽車(che)(che)(che)標(biao)(biao)準(zhun)體(ti)(ti)系(xi),開展汽車(che)(che)(che)雙碳(tan)標(biao)(biao)準(zhun)體(ti)(ti)系(xi)研(yan)究,以體(ti)(ti)系(xi)為“綱(gang)”統籌(chou)推進智(zhi)能(neng)(neng)網(wang)聯汽車(che)(che)(che)、新能(neng)(neng)源汽車(che)(che)(che)、汽車(che)(che)(che)芯片、汽車(che)(che)(che)雙碳(tan)等重(zhong)點(dian)領域標(biao)(biao)準(zhun)研(yan)制。

(三(san))部署前沿領域(yu)標(biao)準體(ti)系。聚焦前沿技(ji)(ji)術領域(yu)和新型產業生態(tai),圍繞固態(tai)電池(chi)、電動汽車換電、車用人(ren)工智能等新領域(yu),前瞻研究相應標(biao)準子體(ti)系,支(zhi)撐新技(ji)(ji)術、新業態(tai)、新模式創新發展。

二、聚焦戰略新興領域,加快關鍵急需標準研制

(四)持續完善(shan)新能(neng)源汽(qi)(qi)車(che)(che)標準。加快電(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)(dong)汽(qi)(qi)車(che)(che)整車(che)(che)、動(dong)(dong)(dong)(dong)力(li)電(dian)(dian)(dian)(dian)(dian)池(chi)(chi)安(an)(an)全(quan)要(yao)(yao)求以及電(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)(dong)汽(qi)(qi)車(che)(che)遠程服務與管理等(deng)(deng)(deng)(deng)標準制修訂(ding),強(qiang)化(hua)電(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)(dong)汽(qi)(qi)車(che)(che)安(an)(an)全(quan)保障。開展(zhan)動(dong)(dong)(dong)(dong)力(li)電(dian)(dian)(dian)(dian)(dian)池(chi)(chi)耐久(jiu)性、規格(ge)尺寸(cun)、回收利用(yong)等(deng)(deng)(deng)(deng)標準制定(ding),以及固態電(dian)(dian)(dian)(dian)(dian)池(chi)(chi)、鈉離子電(dian)(dian)(dian)(dian)(dian)池(chi)(chi)等(deng)(deng)(deng)(deng)新一代動(dong)(dong)(dong)(dong)力(li)電(dian)(dian)(dian)(dian)(dian)池(chi)(chi)標準預研,提升動(dong)(dong)(dong)(dong)力(li)電(dian)(dian)(dian)(dian)(dian)池(chi)(chi)性能(neng)水平。推(tui)進(jin)電(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)(dong)汽(qi)(qi)車(che)(che)減速器總成、電(dian)(dian)(dian)(dian)(dian)機系統(tong)工況(kuang)效(xiao)率測試、燃(ran)料電(dian)(dian)(dian)(dian)(dian)池(chi)(chi)電(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)(dong)汽(qi)(qi)車(che)(che)氫氣噴射(she)器等(deng)(deng)(deng)(deng)標準研制,規范關鍵部件產(chan)品技術要(yao)(yao)求。加快發(fa)布實施(shi)大功率充電(dian)(dian)(dian)(dian)(dian)標準配套的控制導引、通信協議以及電(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)(dong)汽(qi)(qi)車(che)(che)傳(chuan)導充電(dian)(dian)(dian)(dian)(dian)系統(tong)安(an)(an)全(quan)要(yao)(yao)求等(deng)(deng)(deng)(deng)標準,提高電(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)(dong)汽(qi)(qi)車(che)(che)充電(dian)(dian)(dian)(dian)(dian)便利性。推(tui)進(jin)商(shang)用(yong)車(che)(che)換(huan)(huan)電(dian)(dian)(dian)(dian)(dian)安(an)(an)全(quan)要(yao)(yao)求、換(huan)(huan)電(dian)(dian)(dian)(dian)(dian)兼容(rong)性測試、換(huan)(huan)電(dian)(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)(dian)池(chi)(chi)系統(tong)技術要(yao)(yao)求等(deng)(deng)(deng)(deng)標準研制,支(zhi)撐(cheng)換(huan)(huan)電(dian)(dian)(dian)(dian)(dian)模式商(shang)業化(hua)發(fa)展(zhan)。

(五)加大智能網聯汽車(che)(che)標(biao)(biao)(biao)準(zhun)(zhun)研(yan)(yan)制(zhi)力度。推(tui)動(dong)(dong)(dong)(dong)整車(che)(che)信息安(an)全(quan)(quan)、軟(ruan)件升級(ji)、自(zi)(zi)動(dong)(dong)(dong)(dong)駕(jia)駛(shi)數據(ju)(ju)記錄系統等(deng)(deng)(deng)強(qiang)制(zhi)性(xing)國(guo)家標(biao)(biao)(biao)準(zhun)(zhun),以(yi)及自(zi)(zi)動(dong)(dong)(dong)(dong)駕(jia)駛(shi)通(tong)用技術(shu)(shu)要(yao)求、自(zi)(zi)動(dong)(dong)(dong)(dong)駕(jia)駛(shi)功(gong)(gong)能道路試驗方(fang)法(fa)、自(zi)(zi)動(dong)(dong)(dong)(dong)駕(jia)駛(shi)設計運行條件、數據(ju)(ju)通(tong)用要(yao)求、LTE-V2X等(deng)(deng)(deng)推(tui)薦(jian)性(xing)國(guo)家標(biao)(biao)(biao)準(zhun)(zhun)發(fa)布(bu)實(shi)施,加快信息安(an)全(quan)(quan)工程(cheng)、自(zi)(zi)動(dong)(dong)(dong)(dong)駕(jia)駛(shi)功(gong)(gong)能仿真試驗方(fang)法(fa)等(deng)(deng)(deng)在研(yan)(yan)標(biao)(biao)(biao)準(zhun)(zhun)制(zhi)定(ding),推(tui)進(jin)(jin)自(zi)(zi)動(dong)(dong)(dong)(dong)緊(jin)急(ji)制(zhi)動(dong)(dong)(dong)(dong)系統、組合駕(jia)駛(shi)輔助系統通(tong)用技術(shu)(shu)規范、汽車(che)(che)密(mi)碼技術(shu)(shu)要(yao)求等(deng)(deng)(deng)強(qiang)制(zhi)性(xing)國(guo)家標(biao)(biao)(biao)準(zhun)(zhun)以(yi)及軟(ruan)件升級(ji)工程(cheng)、數據(ju)(ju)安(an)全(quan)(quan)管理體(ti)系等(deng)(deng)(deng)標(biao)(biao)(biao)準(zhun)(zhun)立項及起(qi)草(cao),構建(jian)智能網聯汽車(che)(che)產品(pin)準(zhun)(zhun)入管理支撐標(biao)(biao)(biao)準(zhun)(zhun)體(ti)系。推(tui)動(dong)(dong)(dong)(dong)全(quan)(quan)景影(ying)像、智能限速等(deng)(deng)(deng)標(biao)(biao)(biao)準(zhun)(zhun)發(fa)布(bu),推(tui)進(jin)(jin)自(zi)(zi)動(dong)(dong)(dong)(dong)泊車(che)(che)、自(zi)(zi)動(dong)(dong)(dong)(dong)駕(jia)駛(shi)測試場景術(shu)(shu)語等(deng)(deng)(deng)在研(yan)(yan)標(biao)(biao)(biao)準(zhun)(zhun)制(zhi)定(ding),開展(zhan)網聯化等(deng)(deng)(deng)級(ji)劃分、列隊(dui)跟馳等(deng)(deng)(deng)標(biao)(biao)(biao)準(zhun)(zhun)預研(yan)(yan),規范和引領智能網聯汽車(che)(che)產品(pin)發(fa)展(zhan)。

(六)強化汽(qi)(qi)(qi)車芯(xin)(xin)片(pian)標(biao)準(zhun)供給。加快汽(qi)(qi)(qi)車芯(xin)(xin)片(pian)環境及(ji)可(ke)靠性(xing)、電(dian)(dian)(dian)動(dong)(dong)(dong)汽(qi)(qi)(qi)車芯(xin)(xin)片(pian)環境及(ji)可(ke)靠性(xing)、汽(qi)(qi)(qi)車芯(xin)(xin)片(pian)信(xin)息安全(quan)等(deng)標(biao)準(zhun)研(yan)制,提供汽(qi)(qi)(qi)車芯(xin)(xin)片(pian)基礎技術(shu)支撐。推動(dong)(dong)(dong)制定智能(neng)駕駛計(ji)算芯(xin)(xin)片(pian)、汽(qi)(qi)(qi)車ETC芯(xin)(xin)片(pian)、紅外熱(re)成像(xiang)芯(xin)(xin)片(pian)、蜂窩通信(xin)芯(xin)(xin)片(pian)、安全(quan)芯(xin)(xin)片(pian)、電(dian)(dian)(dian)動(dong)(dong)(dong)汽(qi)(qi)(qi)車用功(gong)率(lv)驅動(dong)(dong)(dong)芯(xin)(xin)片(pian)、電(dian)(dian)(dian)動(dong)(dong)(dong)汽(qi)(qi)(qi)車用動(dong)(dong)(dong)力電(dian)(dian)(dian)池管理系統(tong)模擬前(qian)端(duan)芯(xin)(xin)片(pian)等(deng)標(biao)準(zhun),明確各類芯(xin)(xin)片(pian)技術(shu)要求及(ji)試驗方法。

(七(qi))夯(hang)實汽車(che)電子(zi)標(biao)準(zhun)。推進(jin)整(zheng)車(che)電磁兼(jian)容、整(zheng)車(che)天線系(xi)統(tong)射(she)頻性(xing)能(neng)等(deng)標(biao)準(zhun)研制(zhi)(zhi),提升整(zheng)車(che)及電子(zi)系(xi)統(tong)電磁兼(jian)容性(xing)能(neng)。推進(jin)電動汽車(che)用電池管理系(xi)統(tong)功能(neng)安全(quan)(quan)、功能(neng)安全(quan)(quan)要求及驗(yan)證確認(ren)方(fang)法等(deng)標(biao)準(zhun)研制(zhi)(zhi),啟動自動駕(jia)駛與人工(gong)智能(neng)功能(neng)安全(quan)(quan)和(he)預期功能(neng)安全(quan)(quan)標(biao)準(zhun)預研,強化功能(neng)安全(quan)(quan)和(he)預期功能(neng)安全(quan)(quan)保障。加快研制(zhi)(zhi)車(che)載(zai)事故緊急呼(hu)叫(jiao)系(xi)統(tong)、車(che)載(zai)衛星(xing)定位、激光雷達等(deng)標(biao)準(zhun),啟動車(che)載(zai)光纖通信(xin)、智能(neng)網(wang)聯汽車(che)衛星(xing)通信(xin)等(deng)標(biao)準(zhun)預研,推進(jin)低壓電氣系(xi)統(tong)、IP防護等(deng)級(ji)等(deng)標(biao)準(zhun)制(zhi)(zhi)修(xiu)訂研究,進(jin)一步規(gui)范車(che)載(zai)電子(zi)產(chan)品(pin)技(ji)術要求、環(huan)境及可靠性(xing)試驗(yan)方(fang)法。

(八)部署汽車(che)(che)綠(lv)色低碳(tan)(tan)(tan)標準(zhun)。加(jia)快(kuai)下一階段乘(cheng)用車(che)(che)、重型商用車(che)(che)燃料消(xiao)耗量(liang)及純電(dian)(dian)動(dong)(dong)乘(cheng)用車(che)(che)電(dian)(dian)量(liang)消(xiao)耗量(liang)標準(zhun)更新升(sheng)級(ji),推進電(dian)(dian)動(dong)(dong)汽車(che)(che)高低溫(wen)續駛里程測(ce)試、車(che)(che)載能源消(xiao)耗量(liang)監測(ce)、車(che)(che)內氣(qi)流主動(dong)(dong)控(kong)制(zhi)系(xi)統評(ping)價(jia)(jia)、車(che)(che)輛(liang)預(yu)測(ce)性巡航(hang)控(kong)制(zhi)系(xi)統評(ping)價(jia)(jia)等標準(zhun)研究,完善整車(che)(che)及節能技術(shu)評(ping)價(jia)(jia)體系(xi)。持(chi)續開展乘(cheng)用車(che)(che)、動(dong)(dong)力蓄電(dian)(dian)池等碳(tan)(tan)(tan)足(zu)跡(ji)、碳(tan)(tan)(tan)核算(suan)標準(zhun)研究,加(jia)快(kuai)道路(lu)車(che)(che)輛(liang)溫(wen)室氣(qi)體管理術(shu)語定(ding)義、產品碳(tan)(tan)(tan)足(zu)跡(ji)標識等基礎通用標準(zhun)制(zhi)定(ding),啟動(dong)(dong)汽車(che)(che)產品碳(tan)(tan)(tan)足(zu)跡(ji)報(bao)告、汽車(che)(che)企(qi)業碳(tan)(tan)(tan)排(pai)放報(bao)告核查(cha)方法等標準(zhun)預(yu)研,助力汽車(che)(che)產業綠(lv)色低碳(tan)(tan)(tan)發(fa)展。

三、夯實質量安全根基,完善通用基礎標準

(九)升(sheng)級汽(qi)車(che)(che)(che)安(an)(an)全(quan)(quan)標(biao)(biao)(biao)準(zhun)。推(tui)動(dong)(dong)防(fang)(fang)盜裝置、危(wei)險貨物運輸車(che)(che)(che)等(deng)(deng)(deng)(deng)(deng)(deng)標(biao)(biao)(biao)準(zhun)報批發(fa)布(bu)(bu),加快(kuai)客(ke)車(che)(che)(che)結構安(an)(an)全(quan)(quan)要求、專用(yong)校車(che)(che)(che)安(an)(an)全(quan)(quan)技(ji)(ji)術條件(jian)等(deng)(deng)(deng)(deng)(deng)(deng)標(biao)(biao)(biao)準(zhun)研(yan)(yan)(yan)制(zhi)(zhi),推(tui)進(jin)機動(dong)(dong)車(che)(che)(che)運行(xing)安(an)(an)全(quan)(quan)、車(che)(che)(che)輛(liang)(liang)外廓尺寸及(ji)軸(zhou)荷(he)、操(cao)縱件(jian)指(zhi)示器以及(ji)車(che)(che)(che)輛(liang)(liang)視野等(deng)(deng)(deng)(deng)(deng)(deng)標(biao)(biao)(biao)準(zhun)修訂預(yu)研(yan)(yan)(yan),提(ti)升(sheng)視野、指(zhi)示與(yu)信號裝置、車(che)(che)(che)輛(liang)(liang)結構與(yu)防(fang)(fang)盜等(deng)(deng)(deng)(deng)(deng)(deng)一般(ban)安(an)(an)全(quan)(quan)領(ling)(ling)域技(ji)(ji)術水(shui)平。推(tui)動(dong)(dong)行(xing)人保(bao)護、頂部抗壓、前(qian)后端防(fang)(fang)護、約束系統等(deng)(deng)(deng)(deng)(deng)(deng)標(biao)(biao)(biao)準(zhun)報批發(fa)布(bu)(bu),加快(kuai)側面(mian)碰(peng)(peng)撞、后面(mian)碰(peng)(peng)撞等(deng)(deng)(deng)(deng)(deng)(deng)標(biao)(biao)(biao)準(zhun)研(yan)(yan)(yan)制(zhi)(zhi),推(tui)進(jin)門鎖及(ji)車(che)(che)(che)門保(bao)持件(jian)標(biao)(biao)(biao)準(zhun)修訂預(yu)研(yan)(yan)(yan),啟動(dong)(dong)零重力(li)座(zuo)椅、主動(dong)(dong)預(yu)緊(jin)式安(an)(an)全(quan)(quan)帶等(deng)(deng)(deng)(deng)(deng)(deng)標(biao)(biao)(biao)準(zhun)研(yan)(yan)(yan)究,提(ti)升(sheng)乘員保(bao)護、車(che)(che)(che)輛(liang)(liang)防(fang)(fang)護、道路使用(yong)者保(bao)護等(deng)(deng)(deng)(deng)(deng)(deng)被動(dong)(dong)安(an)(an)全(quan)(quan)領(ling)(ling)域產(chan)品技(ji)(ji)術水(shui)平。推(tui)動(dong)(dong)照明裝置、光(guang)信號裝置、回復反射(she)裝置等(deng)(deng)(deng)(deng)(deng)(deng)修訂標(biao)(biao)(biao)準(zhun)報批發(fa)布(bu)(bu),加快(kuai)車(che)(che)(che)輛(liang)(liang)電子穩(wen)定控制(zhi)(zhi)系統(ESC)、制(zhi)(zhi)動(dong)(dong)輔助(zhu)系統(BAS)等(deng)(deng)(deng)(deng)(deng)(deng)標(biao)(biao)(biao)準(zhun)研(yan)(yan)(yan)制(zhi)(zhi),推(tui)進(jin)燈光(guang)智能投射(she)、線(xian)控轉向、線(xian)控制(zhi)(zhi)動(dong)(dong)等(deng)(deng)(deng)(deng)(deng)(deng)標(biao)(biao)(biao)準(zhun)研(yan)(yan)(yan)究,提(ti)升(sheng)車(che)(che)(che)輛(liang)(liang)照明、車(che)(che)(che)輛(liang)(liang)操(cao)控等(deng)(deng)(deng)(deng)(deng)(deng)主動(dong)(dong)安(an)(an)全(quan)(quan)領(ling)(ling)域產(chan)品技(ji)(ji)術水(shui)平。

(十)完善汽車通用基礎(chu)標準。加快(kuai)整車相關試驗方(fang)法、人(ren)機工程(cheng)、風洞測試、噪(zao)聲、事故分析(xi)等標準項目制修訂,啟動車輛(liang)防(fang)水性能、越野性能、熱舒適(shi)性、反光眩目等標準需(xu)求(qiu)研(yan)(yan)究(jiu)(jiu),為企業產品開發提(ti)供基礎(chu)支撐(cheng)。啟動主掛匹配(pei)、電(dian)動助力掛車、多裝載單元等標準需(xu)求(qiu)研(yan)(yan)究(jiu)(jiu),推(tui)進(jin)(jin)多式聯運發展。持(chi)續推(tui)進(jin)(jin)基礎(chu)件、基礎(chu)要素、防(fang)腐(fu)蝕耐老化、輕量化等基礎(chu)領域標準體系及重點標準研(yan)(yan)究(jiu)(jiu)。

四、強化國內國際兼容,推動標準國際化高水平發展

(十一)推(tui)進汽(qi)(qi)車(che)(che)標(biao)準(zhun)(zhun)國內國際(ji)(ji)兼容。充分發揮專業標(biao)準(zhun)(zhun)化(hua)技術委員會平臺作(zuo)用,加(jia)強(qiang)國際(ji)(ji)標(biao)準(zhun)(zhun)法規研究分析能力(li)(li),積極轉(zhuan)化(hua)先(xian)進適用國際(ji)(ji)標(biao)準(zhun)(zhun)法規,不斷提升汽(qi)(qi)車(che)(che)行業國際(ji)(ji)標(biao)準(zhun)(zhun)轉(zhuan)化(hua)率。鼓勵(li)同步(bu)提出國家(jia)(jia)標(biao)準(zhun)(zhun)和國際(ji)(ji)標(biao)準(zhun)(zhun)立項申請,提升國內外(wai)標(biao)準(zhun)(zhun)一致性水平。加(jia)大汽(qi)(qi)車(che)(che)國家(jia)(jia)標(biao)準(zhun)(zhun)外(wai)文版工作(zuo)力(li)(li)度,鼓勵(li)國家(jia)(jia)標(biao)準(zhun)(zhun)中外(wai)文版本同步(bu)申報、同步(bu)推(tui)進。

(十二)深度(du)(du)參(can)與(yu)聯合國汽車技(ji)術法(fa)(fa)規(gui)(gui)制定(ding)(ding)。切實履(lv)行聯合國世(shi)界車輛法(fa)(fa)規(gui)(gui)協(xie)調論壇(tan)(UN/WP.29)管理委員會(hui)自(zi)動(dong)(dong)駕(jia)駛與(yu)網聯車輛工(gong)作組(zu)(zu)(GRVA)、自(zi)動(dong)(dong)駕(jia)駛系統非正式(shi)工(gong)作組(zu)(zu)(ADS IWG)、車輛生命周(zhou)期評價非正式(shi)工(gong)作組(zu)(zu)(A-LCA IWG)等(deng)副主(zhu)席或聯合主(zhu)席職責,深度(du)(du)參(can)與(yu)聯合國汽車技(ji)術法(fa)(fa)規(gui)(gui)制定(ding)(ding)協(xie)調。牽頭研究制定(ding)(ding)自(zi)動(dong)(dong)駕(jia)駛系統全球(qiu)技(ji)術法(fa)(fa)規(gui)(gui),加快完成電動(dong)(dong)汽車最大(da)功率(lv)測定(ding)(ding)方法(fa)(fa)、動(dong)(dong)力(li)電池耐久性二階段法(fa)(fa)規(gui)(gui)制定(ding)(ding),積極參(can)與(yu)自(zi)動(dong)(dong)輔助駕(jia)駛系統(DCAS)、線(xian)控底盤(EMB)等(deng)技(ji)術法(fa)(fa)規(gui)(gui)修訂,推(tui)進(jin)車載通信(xin)及(ji)法(fa)(fa)規(gui)(gui)適(shi)用性分(fen)析、以及(ji)統一的碳(tan)足跡核算原則和方法(fa)(fa)研究。

(十三)推動汽(qi)車(che)國際(ji)(ji)(ji)(ji)標準(zhun)研(yan)制(zhi)。聚焦(jiao)新(xin)(xin)能源(yuan)汽(qi)車(che)、智能網聯(lian)汽(qi)車(che)等(deng)戰略新(xin)(xin)興(xing)領域,研(yan)究提(ti)出并實(shi)施國際(ji)(ji)(ji)(ji)標準(zhun)新(xin)(xin)項(xiang)目(mu)和新(xin)(xin)領域培育計(ji)劃,統籌推進(jin)國際(ji)(ji)(ji)(ji)標準(zhun)研(yan)制(zhi)工作(zuo)。持續(xu)履行汽(qi)車(che)感(gan)知傳(chuan)感(gan)器、自動駕(jia)駛(shi)測(ce)試場景、負壓救(jiu)護車(che)乘員(yuan)艙等(deng)9個(ge)工作(zuo)組召集人職(zhi)責,牽頭組織(zhi)推進(jin)汽(qi)車(che)外(wai)部防護、燃料(liao)電(dian)池汽(qi)車(che)、電(dian)磁(ci)兼容、車(che)用雷(lei)達等(deng)近20項(xiang)國際(ji)(ji)(ji)(ji)標準(zhun)制(zhi)定,推動電(dian)動汽(qi)車(che)動力性(xing)測(ce)試方(fang)法、碰撞安全(quan)術語(yu)等(deng)至少3項(xiang)新(xin)(xin)國際(ji)(ji)(ji)(ji)標準(zhun)立(li)項(xiang)和1-2個(ge)國際(ji)(ji)(ji)(ji)標準(zhun)工作(zuo)組成立(li)。

(十(shi)四)拓展國(guo)(guo)(guo)(guo)際(ji)合(he)作(zuo)(zuo)伙伴關(guan)系。發揮已建立的(de)多雙邊對話機制(zhi)積(ji)極作(zuo)(zuo)用(yong),推(tui)動落實“中國(guo)(guo)(guo)(guo)東盟先進汽車標(biao)(biao)(biao)準(zhun)法(fa)規合(he)作(zuo)(zuo)伙伴關(guan)系”,將(jiang)標(biao)(biao)(biao)準(zhun)法(fa)規作(zuo)(zuo)為重要交流(liu)議題,協同推(tui)進國(guo)(guo)(guo)(guo)際(ji)標(biao)(biao)(biao)準(zhun)法(fa)規制(zhi)定。適應中國(guo)(guo)(guo)(guo)汽車產業海外發展新(xin)需求,用(yong)好中國(guo)(guo)(guo)(guo)汽車企業國(guo)(guo)(guo)(guo)際(ji)化發展創新(xin)聯盟,積(ji)極開展標(biao)(biao)(biao)準(zhun)信息交流(liu)與互換、標(biao)(biao)(biao)準(zhun)培訓項目。發揮中國(guo)(guo)(guo)(guo)汽車標(biao)(biao)(biao)準(zhun)國(guo)(guo)(guo)(guo)際(ji)化中心(xin)(日內(nei)瓦)支(zhi)點作(zuo)(zuo)用(yong),持(chi)續加深與相關(guan)國(guo)(guo)(guo)(guo)際(ji)組織的(de)交流(liu)合(he)作(zuo)(zuo)。

五、創新工作思路,優化完善汽車標準工作機制

(十五)強(qiang)化(hua)(hua)(hua)汽(qi)車標準(zhun)(zhun)化(hua)(hua)(hua)需(xu)求對(dui)接適配。聚焦汽(qi)車產業(ye)鏈重點環(huan)節(jie)、關鍵技術攻關及重大(da)科研(yan)項目(mu)(mu)需(xu)要(yao),加強(qiang)標準(zhun)(zhun)化(hua)(hua)(hua)與科技創(chuang)新(xin)有效互動(dong),開展(zhan)(zhan)汽(qi)車行業(ye)重大(da)科研(yan)成果調研(yan)。面(mian)向(xiang)(xiang)新(xin)興(xing)和未來產業(ye),將智能網聯汽(qi)車領域標準(zhun)(zhun)化(hua)(hua)(hua)領航項目(mu)(mu)試點經驗進一步向(xiang)(xiang)新(xin)能源等領域拓展(zhan)(zhan),適度超前開展(zhan)(zhan)顛覆性(xing)技術的標準(zhun)(zhun)化(hua)(hua)(hua)可行性(xing)評估。

(十六(liu))加強汽車標(biao)(biao)(biao)(biao)準(zhun)全(quan)生命周(zhou)期管(guan)(guan)理(li)。持續完善(shan)汽車標(biao)(biao)(biao)(biao)準(zhun)工作流程管(guan)(guan)理(li)文件,強化(hua)標(biao)(biao)(biao)(biao)準(zhun)預(yu)研(yan)、立項評審、技(ji)術審查、復審、強制(zhi)性標(biao)(biao)(biao)(biao)準(zhun)實(shi)(shi)施預(yu)警等關(guan)鍵環節,進(jin)一(yi)步提升汽車標(biao)(biao)(biao)(biao)準(zhun)工作效率。建立重(zhong)點領域標(biao)(biao)(biao)(biao)準(zhun)示范(fan)應(ying)用(yong)推廣(guang)及常(chang)態化(hua)標(biao)(biao)(biao)(biao)準(zhun)實(shi)(shi)施情況統(tong)計分析機制(zhi),促進(jin)標(biao)(biao)(biao)(biao)準(zhun)實(shi)(shi)施和改進(jin)完善(shan)。建立汽車標(biao)(biao)(biao)(biao)準(zhun)數字化(hua)平臺和專業領域標(biao)(biao)(biao)(biao)準(zhun)應(ying)用(yong)數據庫,探索數字技(ji)術賦能標(biao)(biao)(biao)(biao)準(zhun)化(hua)全(quan)生命周(zhou)期管(guan)(guan)理(li)新模式。

(十七)加(jia)大汽車(che)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)宣(xuan)(xuan)傳(chuan)及科(ke)普推廣。加(jia)大標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)宣(xuan)(xuan)傳(chuan)、宣(xuan)(xuan)貫力度(du),建立標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)宣(xuan)(xuan)傳(chuan)矩陣,豐富宣(xuan)(xuan)傳(chuan)形式,拓寬(kuan)受(shou)眾群體,促(cu)進(jin)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)被廣泛理(li)(li)解、有(you)效實施和(he)應用推廣。加(jia)強(qiang)(qiang)理(li)(li)論研究(jiu),組織開展汽車(che)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)化(hua)(hua)共性理(li)(li)論探(tan)索(suo)和(he)實踐應用研究(jiu),促(cu)進(jin)理(li)(li)論研究(jiu)成果宣(xuan)(xuan)傳(chuan)推廣。加(jia)大汽車(che)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)化(hua)(hua)專業培訓,塑造標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)化(hua)(hua)人物標(biao)(biao)桿(gan),強(qiang)(qiang)化(hua)(hua)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)化(hua)(hua)思維,提升(sheng)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)化(hua)(hua)能(neng)力,夯實汽車(che)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)化(hua)(hua)工(gong)作(zuo)基礎(chu)。

(十八)推動(dong)汽(qi)車(che)標(biao)(biao)(biao)準(zhun)(zhun)協調聯(lian)動(dong)。推動(dong)建立汽(qi)車(che)相(xiang)(xiang)關專(zhuan)業(ye)標(biao)(biao)(biao)準(zhun)(zhun)化(hua)技(ji)術(shu)組織(zhi)聯(lian)絡機制,擴大全國汽(qi)車(che)標(biao)(biao)(biao)準(zhun)(zhun)化(hua)技(ji)術(shu)委員(yuan)會與(yu)其(qi)他相(xiang)(xiang)關標(biao)(biao)(biao)委會、行(xing)(xing)業(ye)組織(zhi)和(he)技(ji)術(shu)機構的溝通(tong)渠道(dao)和(he)交(jiao)流(liu)深度(du),加(jia)強信息(xi)溝通(tong)、項目(mu)協調與(yu)技(ji)術(shu)合作。進一步深化(hua)汽(qi)車(che)與(yu)能源、信息(xi)通(tong)信、智能交(jiao)通(tong)、交(jiao)通(tong)管理等相(xiang)(xiang)關行(xing)(xing)業(ye)的交(jiao)流(liu)合作,促(cu)進“車(che)能路云”產業(ye)生態互動(dong)融合。開(kai)展汽(qi)車(che)行(xing)(xing)業(ye)標(biao)(biao)(biao)準(zhun)(zhun)協同創新(xin)發(fa)展模式研究(jiu),強化(hua)國家(jia)標(biao)(biao)(biao)準(zhun)(zhun)、行(xing)(xing)業(ye)標(biao)(biao)(biao)準(zhun)(zhun)和(he)地方(fang)、團體標(biao)(biao)(biao)準(zhun)(zhun)的協調配套,加(jia)快構建新(xin)型汽(qi)車(che)標(biao)(biao)(biao)準(zhun)(zhun)供(gong)給(gei)體系。

(十九)加強標(biao)準(zhun)化(hua)人(ren)才(cai)(cai)隊伍建(jian)設。支持全國(guo)汽車(che)(che)標(biao)準(zhun)化(hua)技(ji)術委(wei)(wei)員(yuan)會委(wei)(wei)員(yuan)參與國(guo)際(ji)標(biao)準(zhun)化(hua)工(gong)作,提(ti)升委(wei)(wei)員(yuan)所(suo)在企業(ye)、機構國(guo)際(ji)注冊專(zhuan)(zhuan)家人(ren)數(shu),鼓勵(li)提(ti)出新(xin)技(ji)術提(ti)案。持續開展(zhan)汽車(che)(che)標(biao)準(zhun)化(hua)青年專(zhuan)(zhuan)家選培等活動(dong),遴選和(he)培養汽車(che)(che)標(biao)準(zhun)化(hua)專(zhuan)(zhuan)家后(hou)備人(ren)才(cai)(cai)。豐富大學生汽車(che)(che)標(biao)準(zhun)創新(xin)大賽內容,開展(zhan)汽車(che)(che)標(biao)準(zhun)化(hua)校園普及活動(dong),為未來標(biao)準(zhun)化(hua)人(ren)才(cai)(cai)儲備奠(dian)定基礎。
